OBJECTIVE
Rich Edwards
OSP Relocation Engineer III
30 years of experience in successfully managing and installing multi scale ISP, OSP and IT projects. High attention
to detail, coupled with extensive experience within project management processes, tools and techniques that are
valuable within any telecommunications project. Well versed in negotiating project changes, continuations or
cancellations. Drawing upon experience, I keep projects progressing while never losing understanding of the overall
functionality of specialty systems and system integration within new and existing infrastructure. As a relocation
engineer, I have a strong ability to focus on proactive decision-making and issue resolution while communicating
with key project stakeholders.
Relevant Projects
GCI Statewide Facilities Relocations, Statewide, AK: Managed all phases of GCI’s statewide facility
relocations projects, challenged by as many as 43 simultaneous projects. As the lead project manager I was
responsible for all pre-engineering, cost estimating, project award, construction inspection and project closeout.
Worked through various issues with the different facets of government to ensure all required documentation was in
order and filed correctly to the level required by the governing agency for full reimbursement. I have seamlessly
bridged the gaps between the clients’ active stakeholders to keep project handoffs successful and on schedule.
San Francisco Plant Upgrade, San Francisco, CA: Oversaw large scale facility upgrades for AT&T
throughout the greater San Francisco area. Detailed project planning and scheduling took place to ensure hot cuts
were accomplished with minimum customer outages, while adhering to the requirements of the maintenance work
windows. Multi-agency coordination was needed to ensure construction crew and public safety was organized.
Ability to manage construction crews while maintaining project productivity ensured the upgrade came in on time
and on budget.
E-Rate Schools Program, Pacific NW, WA, ID & OR: Oversaw outside plant backbone upgrades and
complete campus ISP system deployment for over 40 schools throughout the Pacific Northwest. The ability to
maintain multiple contractor crew schedules while managing project material quantities and deliveries. Attention to
detail with the QA/QC program and document archiving ensured the program was successful. This program required
a high level of accounting and documentation due to the interaction and financial relationship with government
agencies. Handled all the construction management as well as the home office duties to ensure the project met all
reporting, archiving and construction standards required by the government.
Mine Communications Program, NV: Oversaw ISP/OSP system upgrades and extensions to broadband
communications at various mining complexes across the state of Nevada. Overseeing all materials takeoffs and
procurement for projects as well as end customer coordination’s to work within active mining operations with as
little interruption as possible. No two complexes were the same and each deployment required a standalone design
and construction approach. Ability to quickly assess construction obstacles and constraints allowed this program to
come in on time and under budget.
